Cannot create extended ASCII characters due to MouseKeys being enabled.
Cause:
Unable to create extended ASCII characters by entering the ALT+<xxx> key combination when the MouseKeys Accessibility option is enabled.
Solution:
Try inserting extended ASCII characters using 'Character Map' applet for the Windows programs.
1) Click the 'Start' button to display the 'Start' menu.
2) Select 'Programs and select 'Accessories'.
3) Select 'Character Map'.

4) (Optional) If 'Character Map' has not been installed on the computer:
a) Click the 'Start' button to display the 'Start' menu.
b) Select 'Settings' and select 'Control Panel'. (The 'Control Panel' window appears.)
c) Select 'Add/Remove Programs'. (The 'Add/Remove Programs Properties' dialog box appears.)
d) Click the 'Windows Setup' tab. (The 'Windows Setup' tabbed page appears.)
e) Select 'Accessories'.
f) Click 'Details'.
g) Select the 'Character Map' check box.

h) Click 'OK' and click 'OK' again.
NOTE: The original Windows 95 disk(s) are required to perform this step.
5) Click the arrow on the right of the 'Font' drop-down list box.
6) Scroll through the list of character sets installed on the computer.
NOTE: The 'Character Map' dialog box cannot be resized. To see an enlargement of any character, select it with the mouse or keyboard.
7) Select the desired character(s) from those presented.
NOTE: First be sure that the 'Characters to Copy' box is empty (blank). If necessary, clear it by selecting whatever is in the box and pressing the DELETE key.
8) Click 'Select', or press ENTER.
9) (Optional) Double-click the character to select it.
10) Click 'Copy' to copy the contents of the 'Characters to Copy' box to the clipboard.
11) Activate the word processor or other application, and use the 'Paste' command (usually found in the 'Edit' menu) to place the character(s).
